The article presents the concept of an emotionally safe environment in higher education institutions through the lens of the metaphorical model "Emotional Wi-Fi," which integrates psycho-pedagogical technologies with digital support tools for students. The relevance of the study is determined by the growing level of psycho-emotional stress among students in the context of war, instability, and hybrid learning formats. The aim of the research is to scientifically substantiate the role of modern psycho-pedagogical technologies as a system of "emotional coverage" to support students' mental health. The structural components of the model are defined: "router" (support services), "signal" (interaction tools), "devices" (participants), "coverage zones" (implementation formats), and "dead zones" (weak points). Theoretical approaches to forming an emotionally safe educational environment are analyzed, including cognitive-affective, environmental, systemic, and innovation-technological perspectives. Based on identified current challenges (stigmatization, digital fragmentation, lack of teacher competence), a practical model for integrating psycho-emotional support is proposed. The model demonstrates adaptability to various institutional resource conditions and can be applied in both in-person and distance learning. The research results can serve as a foundation for developing institutional mental health policies, emotional literacy platforms, and digital support services. The study outlines prospects for further research aimed at empirically validating the model's effectiveness and integrating it into teacher training systems.
