Adaptive management approaches to restoring and developing physical culture and sports in Ukraine during wartime

The Russian Federation's large-scale military aggression against Ukraine has led to radical changes in how the physical culture and sports sector operates. This study is relevant because there is an objective need to develop effective mechanisms for restoring and developing the sector during wartime and post-war reconstruction.
This study aims to identify and analyse the main issues in this area, and to develop adaptive management approaches and practical recommendations.
To this end, the following methods were employed: systematic analysis, analysis and synthesis, comparative analysis, generalisation, analysis of examples, induction and deduction.
Several key issues were identified, including the large-scale destruction of infrastructure, systemic underfunding, the forced displacement of specialists and athletes, and psychological and logistical barriers.
It has been proven that approaches such as decentralised management, digital transformation and international support play a key role in preserving and developing the industry's potential.
The effectiveness of decentralised mechanisms in mobilising local resources and initiatives has been proven, as has the potential of online platforms to ensure continuous access to physical education and sports activities.
The importance of adaptive sports for the psychophysical rehabilitation of war veterans and people with disabilities has been emphasised, as has its role in social cohesion and the integration of the population.
The study's results confirm the need for close coordination between state bodies, local communities, and international partners to effectively recover and sustainably develop physical culture and sports in Ukraine.
