The article is devoted to the problem of forming civic competence as an integral part of youth policy, which is focused on the formation of a conscious civic position, the readiness of young people to defend national interests, national self-identity, the formation of patriotism, which is implemented through active student communities of higher education institutions. It is emphasized that during the period of the full-scale invasion of Russia, when students with the status of internally displaced persons arrived at higher education institutions in the western regions, their integration and civic socialization into a progressive civic student environment requires new substantiated approaches to the formation of a positive civic position among all participants in the pedagogical process of a higher education institution. The article provides an analysis of the interpretation of the concept of civic competence based on the analysis of research by Ukrainian and foreign scientists, and outlines the main methodological guidelines for the formation of an active civic position, legal culture, patriotism, and social responsibility. The author's interpretation of civic competence is presented as a key ability of an individual to be consciously active in society, to demonstrate knowledge of historical memory, tolerance, to be active in all manifestations of public life, to be a patriot, to be indifferent to negative phenomena in society (bribery, corruption, public indifference, fascist sentiments, betrayal, etc.), to openly declare and defend one's position. It is established that the formation and development of civic competence of students in a higher education institution will be qualitative and effective on the basis of competency-based, personality-oriented, operational, integrative, projective didactic approaches. The means and methods of implementing each of the didactic approaches to achieve the goal of forming civic competence are determined, it is emphasized that a comprehensive combination of the specified didactic approaches ensures the effective development of civic qualities of young people in conditions of martial law.Downloads
