Current Management Problems in Physical Culture and Sports in Ukraine

The article reviews scientific publications and modern concepts of physical culture management; analyzes the impact of decentralization on the distribution of powers in the field of sports; identifies regulatory gaps and lack of digital solutions in the public administration system; substantiates the personnel crisis in the field of management and the need for managerial modernization of education; assesses the state of public-private partnership, barriers to its implementation and potential for infrastructure development; considers the problems of low transparency and public participation. The problem of public administration in this area is becoming more and more acute in the context of reduced funding, loss of sports infrastructure in some regions, changing priorities in social policy, and the need to restore the nation's health. Against this backdrop, there is an objective need to update approaches to governance, including through digitalization, development of public-private partnerships, formation of new management personnel, adaptation to the conditions of European integration, and modernization of the legislative framework.
The purpose of the study: to identify the current problems of management in the field of physical culture and sports in Ukraine, which hinder the effective development of the industry.
Research methods: a content analysis of scientific publications, regulations, strategic documents was conducted; comparative, systemic, contextual and generalizing approaches were used.
Results: the following problems were identified: imperfect legal framework and decentralization mechanisms, low digital integration, lack of professional managers, lack of public-private partnerships, and weak interaction of civil society.
Conclusions: for the sustainable development of the physical culture and sports sector in Ukraine, it is necessary to modernize the legal framework, intensify digitalization, invest in training, promote PPPs, and engage public organizations.
