Abstract

The purpose of the article is to substantiate the role of social education in educating conscious and socially responsible citizens among Ukrainian youth, as well as to analyze current trends in its development and ways of implementation in the sphere of state youth policy and digital communications. The work uses a comprehensive approach that includes an analysis of Ukrainian regulatory legal acts, a review of scientific publications, statistical data, and practical examples of youth activity. The research methods include content analysis of official documents, comparative analysis of educational programs, systematization of practical manifestations of youth social responsibility, and the formation of a generalized table of typical forms of its activity. Results. It is shown that social education is a key tool for forming knowledge about society, legal and ethical norms, and mechanisms of interaction with state and public institutions in young people. It was found that the civic consciousness of youth is manifested in the ability to be aware of rights and responsibilities, to participate in democratic processes and the development of civil society, and social responsibility is implemented through volunteer, charitable, environmental and cultural initiatives, support for socially vulnerable groups and the restoration of damaged infrastructure. A significant role in this process is played by the digital environment, which provides space for self-organization and mobilization of youth, but is accompanied by risks of spreading disinformation, which requires the formation of critical thinking and media literacy. Conclusions. Based on the analysis, it was established that the integration of social education into state youth policy contributes to an increase in the level of civic activity, social responsibility and solidarity among young people. At the same time, the effectiveness of such integration depends on adequate funding, the use of innovative teaching methods and cooperation between state and public institutions. Thus, social education is a strategic resource for the development of society, and further research should focus on assessing the effectiveness of specific educational programs, digital platforms, and mechanisms for engaging youth in civic initiatives.
