Abstract

Abstract: The purpose of this study is to improve the process of developing quality manager competence based on their role in training organizational personnel. An analysis of the key standards governing quality management system requirements allows us to conclude that, to effectively fulfill their professional responsibilities, a quality manager must have developed pedagogical competence. The functions that standards effectively assign to quality managers extend beyond purely managerial and technical tasks and acquire a distinct pedagogical content. A quality manager must be proficient in adult learning methods, able to structure knowledge, organize the learning process, assess learning, and develop the competencies necessary for the system's functioning. The combination of quality management knowledge and pedagogical training creates the preconditions for developing a new type of quality manager – not only a manager, but also a vocational education teacher, capable of systematically ensuring the functioning and development of a quality management system through staff training. This training is most comprehensively provided within the A5 "Vocational Education" specialty (by specialization), which trains specialists as vocational education teachers. Using Bloom's Taxonomy allows us to construct a logical model for developing quality manager competence, in which each level of cognitive activity is directly linked to their ability to train staff. This demonstrates that the training of such a specialist should include a pedagogical component inherent in the A5 "Professional Education" specialty (by specialization). After all, a quality manager progresses from mastering knowledge of standards to creating their own internal training system within the organization. This evolution is fully consistent with the logic of training a professional education teacher and ensures the actual, rather than merely formal, functioning of the quality management system through trained staff.
