Abstract

Abstract. The article substantiates the relevance of developing a structural and functional model for the formation and implementation of educational programs within the anti-doping system in sport in Ukraine. It is emphasized that in the context of implementing the provisions of the World Anti-Doping Code and the International Standard for Education, anti-doping education acquires the status of a system-forming factor in the prevention of rule violations and the promotion of a “clean sport” culture. The urgency of the issue is обусловлено by the need to move from fragmented educational activities to a comprehensive, scientifically grounded system capable of ensuring the continuity, adaptability, and effectiveness of the educational process. Methods: systemic analysis, structural and functional analysis, content analysis of regulatory documents, and social modeling. Results. A structural and functional model comprising interrelated blocks is presented: target-oriented, regulatory and institutional, target groups, organizational and methodological, motivational and communicative, technological, evaluative and result-oriented, and corrective and adaptive. The functional purpose of each block and their integration into a unified управляемая system are substantiated. The strategic goals and objectives of anti-doping education are defined; mechanisms for developing program content, differentiation according to target groups, application of modern educational technologies, monitoring, and evaluation of effectiveness are characterized. The model is cyclical in nature, ensuring its flexibility, capacity for self-correction, and sustainable development under changing external conditions. Conclusions. The proposed structural and functional model for the formation and implementation of educational programs within the anti-doping system in sport in Ukraine ensures the alignment of goals, content, technologies, and evaluation mechanisms. The model is characterized by cyclical functioning and creates preconditions for the sustainable development of the anti-doping education system in a changing external environment.
