Modern Innovative Approaches to the Study of Tactical Training According to NATO Standards in Higher Military Educational Institutions

Abstract

Abstract. The article provides a comprehensive analysis of innovative pedagogical approaches to teaching tactical training in Ukraine's higher military educational institutions (HMEIs) in accordance with NATO standards. The relevance of the study is substantiated by Ukraine's Euro-Atlantic integration course and the need to reconsider approaches to officer training in light of the combat experience gained during 2022–2025. The essential difference between the post-Soviet directive training model, focused on reproducing standard solutions from templates, and the NATO paradigm based on mission command principles that promotes independent thinking, initiative, and adaptability among cadets is revealed. The pedagogical potential of Troop Leading Procedures (TLP) as a cognitive decision-making framework to be mastered progressively – from knowledge through skills to automatized competence – is examined. Modern interactive training technologies are systematized, including Tactical Decision Games (TDG), Sand Table Exercises (STX), wargaming (Kriegsspiel), constructive and virtual simulations, field training exercises with force-on-force elements, and structured reflection through After-Action Reviews (AAR). The experience of implementing NATO approaches in Ukrainian HMEIs within the context of DEEP and JMTG-U programs is analyzed, identifying key institutional achievements and systemic transformation challenges: the language barrier, instructor corps inertia, insufficient technical resources, and the gap between academic and practical training components. A prospective modular training model is proposed, grounded in competency-based, scenario-driven, and reflective approaches that envisage phased exercise complexity, transitioning the instructor's role to that of a facilitator, and implementing performance-based assessment. The necessity of systemic reform support – from curriculum redesign to establishing a dedicated training center – for developing officers capable of acting with initiative, adaptability, and professionalism in accordance with Alliance standards is substantiated.
