Abstract

Abstract. Inclusive education is a key component of contemporary educational policy, aimed at ensuring equal access to learning for all children, regardless of their physical, mental, or social characteristics. It functions not only as a pedagogical approach but also as a socio-legal mechanism for implementing the principles of equality, non-discrimination, and respect for the dignity of every individual. The purpose of this article is to provide a comprehensive theoretical, legal, and pedagogical analysis of the development of inclusive education in Ukraine, the identification of conceptual and regulatory foundations for its implementation, and the justification of conditions for the effective organization of inclusive educational environments across educational institutions of various levels, considering contemporary social transformations and international human rights standards. The study employs a combination of general scientific and specialized methods, including analysis and synthesis of normative-legal acts and scholarly publications, a comparative legal method for comparing international and national standards, a system-structural method for defining the components of an inclusive educational environment, and theoretical modeling to outline potential pathways for improving inclusive practices. The results of the study indicate that inclusive education in Ukraine is understood not only as a pedagogical technology but also as a socio-legal mechanism for realizing the principles of equality, non-discrimination, and respect for the dignity of every individual. The conceptual foundations of inclusion are grounded in the value of human diversity and the recognition of individual educational needs. The article analyzes the dynamics of inclusive education: as of early 2025, there were 33 397 inclusive classes in general secondary education institutions and 7 658 inclusive groups in preschool institutions, indicating a significant expansion of inclusive learning environments compared to 2016–2020. However, according to expert estimates, only a portion of children with special educational needs are enrolled in inclusive education, highlighting insufficient coverage and emphasizing the need to enhance the resource capacity of educational institutions. The study examines challenges related to staffing, teacher preparation, interdisciplinary collaboration among professionals, and digital adaptation of the educational process. It establishes that the effectiveness of inclusion depends on the integration of legal and regulatory support, pedagogical preparation, practice-oriented training, mentorship, and the development of digital competencies. The conclusions suggest that the further advancement of inclusive education in Ukraine requires a comprehensive approach, including the modernization of teacher training systems, the improvement of organizational mechanisms, the development of barrier-free infrastructure, and the implementation of flexible educational technologies. Implementing these measures will contribute to strengthening social justice, expanding access for children with special educational needs to quality education, and establishing an inclusive culture at the national level.
