Management of the Community's Educational Space in the Context of Reforms: Cluster Approach and Variable Models of Combining Different Levels of Educational Institutions

Abstract

The article substantiates the relevance of the cluster approach to managing the educational space of a territorial community in the context of decentralization, systemic reforms in education, and limited resources, which have been exacerbated by insurmountable external circumstances. The author argues that the traditional model of education management is currently unable to fully meet the needs of the community, ensure strategic coordination in education management at the local level, continuity of educational trajectories, and effective use of resources. The scientific article analyzes three models of integration. The first model involves the creation of an educational complex based on an academic lyceum and an extracurricular institution aimed at strengthening specialized education, expanding practice-oriented training, and ensuring continuity between formal and informal education. The second model proposes vertical-horizontal integration, combining specialized school and vocational tracks within a single institutional structure, providing flexible individual educational trajectories and closer alignment with local labor market needs. The third model considers the creation of academic lyceums linked to universities as a form of vertical integration that improves specialized secondary education and facilitates a seamless transition from "school to university". For each model, strategic advantages and organizational risks are identified from the perspective of regional education management, including legal ambiguities, financial stability, distribution of management powers, and the need to prevent formal rather than substantive integration. The article concludes that the effectiveness of cluster models depends on clear management mechanisms, balanced stakeholder interests, regulatory support, and quality assurance at every level of education. The proposed cluster approach can serve as a conceptual basis for developing community-level education management and development strategies focused on competitiveness, sustainability, and continuity.
