Developing Civic Awareness Among Specialized Secondary Education Students within Law and Civic Education Frameworks: Traditional and Innovative Approaches

Abstract

The "Zoomer" generation refers to learners who grew up during an era of rapid digital technology advancement, social media expansion, and globalization. Their worldview, value systems, and cognitive patterns differ significantly from previous generations. In this context, the formation of civic consciousness as a component of key competencies outlined in the New Ukrainian School concept becomes particularly relevant. The study of Law in general secondary education institutions serves, primarily, as an effective instrument for nurturing conscious, responsible, and active citizens. Therefore, developing effective traditional and innovative approaches to teaching this subject, while accounting for the specific characteristics of Generation Z, is a vital scientific and pedagogical task. The purpose of this article is to analyze and systematize traditional and cutting-edge methodological techniques for fostering civic consciousness among "Zoomer" learners during Law studies, as well as to justify the effectiveness of these approaches in the modern educational process. Research methods include the study of scientific and pedagogical literature, analysis of curricula and textbooks, and observation of Law teaching practices in Ukrainian schools. Methods of comparative analysis, synthesis of pedagogical experience, and modeling of educational situations were applied. Research results indicate that combining traditional methods—such as conversations, discussions, and legal problem-solving—with innovative approaches—simulation games, digital platforms, interactive exercises based on social media, memes, and case studies involving real-world legal situations—enhances student motivation and fosters legal culture and an active civic stance. Teachers who flexibly adapt educational content and formats to the needs and expectations of Zoomers demonstrate higher efficiency in achieving educational outcomes. Conclusions. The author determines that forming the civic consciousness of "Zoomer" learners in Law studies requires a synthesis of traditional teaching methods and innovative technologies adapted to modern information challenges and the perceptual characteristics of the new generation. The use of such techniques not only facilitates the effective acquisition of legal knowledge but also promotes the development of a socially active, responsible personality capable of critical thinking, informed decision-making, and participation in the democratic life of society. Substantive and methodological updating of Law courses through the integration of traditional and modern elements is essential for shaping a well-rounded Ukrainian citizen of the 21st century.
