Abstract

The article examines the problem of forming the human resource capacity of university departments based on the principles of democratic governance in the context of contemporary transformations in higher education. The relevance of the study is determined by the need to modernize university personnel policy in accordance with the principles of openness, participation, transparency, and collegiality in managerial processes. It is substantiated that the department, as a basic structural unit of a higher education institution, plays a key role in ensuring the quality of educational and scientific activities, while the effectiveness of its functioning largely depends on the level of human resource capacity, professional competence, and motivation of academic staff.

The purpose of the article is to provide a theoretical justification and identify practical approaches to the formation of the human resource capacity of university departments based on democratic governance principles. The methodological framework of the study is based on a combination of general scientific and special research methods. Analysis and synthesis were used to generalize scientific approaches to human resource management in higher education; the comparative method was applied to compare domestic and foreign practices of democratic governance; system analysis was used to examine human resource capacity as an integral socio-managerial system; and the structural-functional approach was applied to determine the functions and tasks of personnel management. Content analysis and the institutional approach were employed to assess the influence of organizational and regulatory mechanisms on the development of departmental human resource capacity.

The study found that democratic governance is an important condition for the effective formation of the human resource capacity of university departments. It was determined that the participation of academic staff in managerial decision-making contributes to increased staff motivation, the development of organizational culture, greater responsibility, and improved quality of managerial decisions. The research proved that democratic approaches ensure transparency in staff selection and evaluation procedures, contribute to the development of professional competence, support academic integrity, and stimulate professional growth. Particular attention is paid to the importance of creating a favorable academic environment based on partnership, trust, and collegiality.

The scientific novelty of the study lies in substantiating the relationship between democratic department governance and the effectiveness of human resource capacity formation under contemporary higher education transformations; clarifying the essence of departmental human resource capacity as an integrated socio-managerial system; identifying managerial mechanisms for human resource development based on participatory governance; and revealing contradictions between external quality assurance mechanisms and the internal autonomy of universities.

At the same time, contradictions between external quality assurance requirements and the internal autonomy of universities were identified, which may lead to the formalization of personnel processes. The expediency of combining democratic and hierarchical approaches within hybrid governance models is substantiated. It is concluded that the effective formation of the human resource capacity of university departments is possible through the integration of democratic governance principles, institutional autonomy, and higher education quality assurance systems.
