Organizational conditions for interaction between local self-government bodies and federations in the development of beach volleyball infrastructure

The relevance of the article is determined by the need of territorial communities to organize the use of sports facilities that can serve beach volleyball activities, recreational participation, and competitions. In local sport development practice, the availability of courts or equipment is not always accompanied by proper access regulation, personnel support, methodological assistance, and inclusion of activities in the calendar of sporting events.
Objective. The objective of the article is to reveal the organizational principles of cooperation between local self-government bodies and sports federations in the development of beach volleyball infrastructure at the level of a territorial community.
Methods. The study used analysis of scientific sources, generalization, systematization, and structural-logical grouping of material. This approach made it possible to compare scientific provisions related to local sport governance, sports infrastructure, mass sport, and sports-methodological support for beach volleyball.
Results. The content of beach volleyball infrastructure was clarified as a combination of material, managerial, personnel, communication, and sports-methodological components. The functions of the stakeholders involved in its development were identified, including local self-government bodies, sports federations, clubs, coaches, educational institutions, and public organizations. The organizational conditions of cooperation were substantiated, including programme support, distribution of responsibility, personnel provision, methodological participation of federations, open access rules, a calendar of training sessions and competitions, communication with community residents, and preliminary performance assessment.
Conclusions. The proposed approach makes it possible to consider beach volleyball infrastructure not only as a material resource, but also as an organized environment whose effectiveness depends on coordinated actions of local authorities and sports federations. The practical value of the results lies in their possible use for preliminary managerial analysis of infrastructure work in a community.
