Development of professional competence of biological monitoring specialists in continuing education

Objective. The study substantiates the structure, content and pedagogical conditions for developing the professional competence of biological monitoring specialists within continuing education. Methods. The research combines systems, competency-based, activity-oriented, andragogical and environmental approaches; analysis of recent publications on biomonitoring, sustainability competence and professional learning; structural-functional modelling; comparison of occupational functions with learning outcomes; and expert synthesis of requirements for field, laboratory, digital-analytical and communication activities. Results. Professional competence is defined as an integrated capacity to design monitoring programmes, select bioindicators and sampling procedures, assure data quality, conduct statistical and spatial analysis, interpret biotic change, assess ecological risks and communicate evidence to diverse stakeholders. The proposed structure comprises motivational-value, cognitive-scientific, operational-methodological, digital-analytical, communication-partnership and reflective-adaptive components. A cyclical development model is proposed, linking needs diagnosis, modular learning, field and laboratory practice, work with authentic datasets, cross-sector mentoring, micro-credentials, an electronic portfolio and periodic validation of learning outcomes. The pedagogical conditions include integration of formal, non-formal and informal learning; professional authenticity of tasks; standardised procedures and quality assurance; digital support for individual trajectories; partnerships among universities, laboratories, conservation institutions and communities; and regular content renewal in response to molecular, remote-sensing and automated monitoring technologies. Conclusions. Competence development should be continuous, evidence-based and practice-oriented, enabling new knowledge to improve the validity, comparability and social usefulness of monitoring decisions. The model may inform postgraduate programmes, short professional courses, institutional training and individual professional development plans.
