Abstract

The article examines the essence of the organizational and managerial culture of institutions of professional pre-higher education as an integrated system that combines values, norms, knowledge and skills to ensure effective management of the educational process. The multifaceted nature of this phenomenon, its key components (axiological, technological, personal and creative) and their role in the harmonious functioning of educational institutions are highlighted. Attention is focused on dynamic changes in the education system that require the transformation of management models to adapt to modern challenges. It is found that organizational and managerial culture performs not only a regulatory function, but is also a strategic resource that ensures competitiveness and innovative development. Three levels of the formation of the managerial culture of managers are identified: potential, actualization and developed, and their impact on the activities of the institution is also characterized. Particular attention is paid to the role of the manager as a carrier of managerial culture, capable of motivating the team and creating a favorable educational environment. The purpose of the study is to determine the structural components, role and significance of organizational and managerial culture in the activities of heads of institutions of professional pre-higher education. Methods. The study used a systemic, structural-functional approach, methods of comparative analysis and generalization. The theoretical part is based on the analysis of scientific sources and empirical data. Results. The content and structural components of organizational and managerial culture are revealed. Its role as a strategic resource that ensures high-quality organization of the educational process, innovative development and adaptation to modern challenges is determined. The levels of formation of the managerial culture of managers and their impact on the effectiveness of the institution are identified. Conclusions. The formation of managerial culture is a key factor in the development of institutions of professional pre-higher education. This requires the introduction of a comprehensive approach to the training of managers, which includes the development of professional competencies, the integration of innovative management technologies and an orientation towards humanistic values.
