State Control and Modernization of Physical Culture and Sports Facilities: Current Challenges and Development Prospects

Abstract

This study aims to analyze the current state of physical culture and sports infrastructure and justify the necessity of state control over its design, construction, and operation. The research outlines the challenges of outdated regulations, the need for modernization of sports facilities, and their integration into urban environments in accordance with sustainable development principles. Methods. The study employs structural and comparative analysis of regulatory documents, particularly state building codes, as well as content analysis of scientific publications addressing the effective operation of sports facilities. The research also summarizes advanced international practices in the design of multifunctional sports complexes, particularly involving public-private partnerships. Results. The analysis revealed that modern physical culture and sports facilities play not only a sporting but also a social role, contributing to the improvement of citizens’ quality of life. The implementation of innovative architectural and planning solutions (universal design, green zones, and mediator spaces) was found to enhance inclusivity and environmental sustainability. The study identifies public-private partnerships as the most effective model for managing large sports facilities, ensuring financial stability and long-term investment opportunities. However, existing regulatory frameworks exhibit significant shortcomings, including outdated technical requirements and the absence of modern energy efficiency and accessibility standards. Conclusions. The development of physical culture and sports infrastructure requires the revision of state building regulations to align with European standards, improvements in monitoring and enforcement mechanisms, and increased investment in the reconstruction and modernization of sports complexes. Integrating sports facilities into the urban environment through accessibility adaptations and sustainable technologies will enhance their efficiency. Establishing a comprehensive state monitoring system for physical culture and sports infrastructure is crucial to ensuring safety and comfort for users.
