Abstract

Abstract: The article analyzes the importance of ensuring the quality of education in a higher education institution. It is emphasized that the quality of education should be considered through the prism of its compliance with consumer demands, therefore, the creation of an effective monitoring system becomes an extremely difficult task, since such demands are often only a reflection of general social trends that give rise to the weakness of democratic procedures. It is emphasized that monitoring the quality of education plays a key role in this. The purpose of monitoring is determined (to provide feedback to all participants in the educational process, which allows making clear and consistent changes in the implementation of the educational program in order to improve its results), the structure of monitoring (analysis, assessment and forecasting of educational processes; methods of collecting and processing relevant information; formulation of recommendations for correcting educational or other types of activities in a higher education institution), the tasks of monitoring the quality of education at the HEI level, the principles of monitoring the quality of education (systematicity, consistency, expediency, objectivity, transparency, openness, security of personal data and timeliness), objects and participants of monitoring in a higher education institution. It is noted that monitoring contributes to the creation of a comprehensive system of education quality management, its effectiveness depends on the clarity of the criteria and the completeness of the data obtained. It is emphasized that during monitoring it is important to distinguish between the real policy of openness of the HEI and the practice of unfair self-PR. Recommendations are presented on the organization of monitoring the quality of higher education (openness of HEIs to society through the institution's website, ensuring continuity of monitoring, taking into account possible contradictions between procedures that are nominally aimed at ensuring the quality of education and the implementation of the human right to education, the monitoring procedure should have the ability not only to provide an objective assessment of the level of quality of education in a particular HEI, but also to analyze the overall effectiveness of government policy in the field of higher education, popularization of academic integrity).
