Abstract

The development of the higher education system is one of the key factors in promoting sustainable economic growth and ensuring national competitiveness. In Ukraine, the higher education system has undergone significant transformations, especially after the country committed to aligning its educational standards with European ones under the Bologna Process. However, these changes have posed certain challenges, necessitating a revision of the organizational principles guiding the functioning of higher education institutions in Ukraine and their compliance with European requirements. The purpose of the article is to analyze the organizational principles underlying the higher education system in Ukraine, identify shortcomings and challenges in achieving European standards, and develop recommendations for improving the harmonization of standards. Methods: analysis of scientific literature, generalization, systematization. The results of the study indicate that despite Ukraine’s significant progress in adapting its higher education system to European standards, certain issues remain unresolved. These include inconsistencies in quality assurance practices, limited autonomy of higher education institutions, and insufficient funding for research and innovation. The study emphasizes the uneven implementation of reforms across regions and institutions, which undermines the overall efficiency of the system. Nonetheless, positive developments, such as the increased international integration of higher education institutions and expanded opportunities for academic mobility, indicate progress toward meeting European educational standards. Conclusions.According to the research findings, further systemic improvements are needed to ensure full integration into the European Higher Education Area. These include strengthening institutional autonomy, enhancing the quality of educational services through effective accreditation processes, and ensuring sustainable financial support for higher education institutions. Achieving these goals will enable Ukraine to fully realize the potential of its higher education system, foster the development of a knowledge-based society, and enhance its global competitiveness.
