Abstract

Objective. The study aims to analyse the strategies and practical aspects of the participation of territorial communities in the development of physical culture and sports, considering European experience and pedagogical approaches. Particular attention is paid to the effective management of sports infrastructure, attracting additional funding and implementing educational programmes promoting a healthy lifestyle culture among different age groups.

Methods. A comprehensive approach is used, including comparative analysis, methods of systematic generalisation, regulatory and legal analysis, and empirical research. The peculiarities of the functioning of public funding mechanisms and private initiatives, including grant support, involvement of patrons and partnership models of cooperation between educational and sports organisations, are analysed.

Results. It has been determined that the effective activity of territorial communities in physical culture and sports is based on a combination of budgetary funding, private investment and innovative management models. It has been found that implementing educational strategies aimed at developing motivational orientations towards a healthy lifestyle increases the population's physical activity level.The potential of using modern educational methods and integrating sports programmes into general and extracurricular education is assessed. The necessity of creating comprehensive mechanisms for managing sports activities that consider the educational, social and economic contexts of community development is substantiated. European experience is also an important strategy for transforming communities united by physical culture and sports. This will allow for implementing best practices, innovative approaches, and improved sports infrastructure and programmes quality.

Conclusions. It has been proved that the strategic development of physical culture in territorial communities requires an integrated approach that covers infrastructural, economic and pedagogical aspects. It has been established that the development of educational initiatives aimed at promoting physical culture contributes to the more efficient use of sports infrastructure and increases the level of involvement of the population in an active lifestyle. Prospects for further research include assessing the effectiveness of integrated approaches to financing sports projects and developing methodological recommendations for improving pedagogical technologies in physical education.
