Social partnership in professional education: features, approaches, principles

Abstract

Article is devoted to studying of the purposes, features, approaches and the principles of social partnership in professional education and also new opportunities which it gives to institutions of professional education. Methods. Social partnership is the system of relationship between workers (or their representatives), employers (representatives of employers), public authorities, local governments which is sent for approval of interests of workers and employers concerning regulation of the labor relations and also other directly related relations. Objects of social partnership are: real economic and social situation of different social and professional groups; quality and level their life from this point of view socially possible and socially guaranteed ways of receiving income. Such features of social partnership as are defined: partner interaction of the parties with various interests; mutual benefit of interaction of the parties, regardless of a divergence of interests; provides development of civil society; reduces possibilities of dictatorship of one party. The principles of social partnership were conditionally distributed on such blocks: legal, social, partner, competition, absence of conflict. Results. The system analysis (scientific psychology and pedagogical, methodical and legal literature) and synthesis of the revealed constructive proposals on a perspective which was studied were methods of a research.  Conclusions. The general conclusion defines that social partnership gives to professional education institutions new opportunities: to obtain information from partners on demand for shots; to carry out training of specialists according to the content of training which is agreed with the social partner; to carry out practical training in applicants of education at the modern machinery and equipment of the partner enterprise; to hold a training of teachers, training officers, instructors on mastering modern technologies; carrying out the general, independent, expert assessment of quality of vocational training; receiving extrabudgetary funds, replenishment of material and technical resources from the partner enterprise. Further prospects of a research seem in identification and justification of pedagogical conditions of formation of readiness of future teachers of vocational education for work in the conditions of social partnership.
