Abstract

Abstract. The article is devoted to the problem of managing the development of education at the local level. The authors emphasize the need to attract the potential of partnership to solve socially important issues related to the preservation and restoration of the education system, taking into account the needs of the local community. A community partnership model has been developed and substantiated: the essence of the concept has been formulated, key properties have been characterized, and structural components have been identified. In particular: subjects of partnership interaction – preschool, general secondary and extracurricular education institutions, local governments, public associations, charitable foundations, volunteer initiatives, business representatives, parent community, active citizens, civil society institutions; its main forms (joint strategic planning of educational development of the community; participation in supervisory (trustee) councils, educational forums; creation of intersectoral initiatives); social and educational projects, volunteer programs, mentoring; financial, material and organizational support from the community and business) and areas of implementation of the partnership model (restoration of the education system; development of innovative and inclusive educational practices; participatory governance; social integration; building trust. It has been established that community partnership is built on the principles of trust and mutual responsibility, openness and transparency, equality and parity, voluntary participation, flexibility and adaptability, systematicity and sustainability. A set of changes that can be achieved in education by implementing the partnership strategy in practice (improving the quality and accessibility of education at the local level; strengthening social cohesion and increasing civic activity of the local population; restoring the educational environment after crises; increasing the effectiveness of management decisions through public participation; forming an educational environment focused on the needs of the child and the community). The necessary conditions for this (organizational and motivational, information and communication, socio-legal, resource) have been developed and characterized. The role of local governments and educational institutions in organizing and supporting the interaction of all partnership entities in the community to achieve the strategic goal of restoring and developing education at the local level has been determined.
